Icicles are formed when ice or snow is melted by either sunlight or some other heat source (such as poorly insulated building) and the resulting melted water runs off into an area where the temperature is below the freezing point of water (32 degrees) causing the water to refreeze. Over time continued water run off will cause the ice to grow.
These pictures I took driving around town. The top four came from one our oldest buildings in the village. It is a public building and does not have the best insulation. The rest are pictures of various houses except the last two. The last two are of the apartments I live in. When the buildings were remodeled a couple of years ago, these fantastic, expensive, icicles proof gutters were put on. You can see how fantastic they are. This may sound silly, but I like driving around looking at icicles.

Looks like your apt bldg didn't get the core problem fixed-namely proper insulation+air flow. No matter what one says about gutter performance re:icicles, it's not going to work unless the basics are corrected properly. In the 6 yrs we've lived in this house we've not had any icicles at all.
+15 and snowing here-slick. Can hardly believe it's supposed to be +40 Sunday! And then back into the deep freeze next week. Yes, it's still winter. Blessings, Carol

You are right, they didn't do it correctly. When they remodeled our apartments and the buildings they were great some place and dumb in others. The gutters was not their better moves.
It is suppose to be in the 30's here on Sunday and then back to the old snow. This makes us appreciate spring and summer more.

I enjoyed seeing the icicles. Its been a long time since I've seen any.
Its bitter cold here and more snow and sleet on the way. I'm thankful I have a warm house.
There are so many homeless in a town several mils away.I worry about them.
